I want a dress like the light green in the photo. However on the arms I want it more like the second photo with the blue dress. Back fully closed. It's for cold weather so I want a warm fabric, possibly velvet.

On the neckline, I included two more pictures. I would like something similar. However, I do not want it to be too low cut. If you see the original photo of the light green dress is not low cut.

The size I think we can go with a standard size. Per your chart it would be the small size, or 2 US.
On teh neckline, I don't think is too high. The blue dress the neckline is too low, but the light green dress seem fine.
On the neckline decoration, i actully think is better without white lace trim.

I need to be able to easily walk with this dress. It should be a fit-and-flare skirt with a gentle flare that begins at the lower hip. The skirt falls in a clean, vertical line, gradually widening toward a floor-skimming hem — just wide enough for elegant movement, but narrow enough to avoid bulk. I hope it makes sense.
No decoration on the cuffs but something like this drawing. 
The flare could even begins at the upper thigh. Similal to the second dress I sent you. But not as wide on the hem as I need to eb able to walk easily.
