Normally, our hips is bigger than bust and bust is bigger than waist.
This is a measurement around fullest part of your buttocks.
Wrap tape around the fullest part of your hips, which is usually 7-9" below your natural waistline. Keep tape parallel with floor all the way around.

I am sorry that the V-neck must be narrowed so that we could make the crisscross back as you required.
It is impossible to make the crisscross back based on the wide V-neck bodice design.
