I'd just want the color of this prom dress overall to be burgundy. Also can the mesh be clear as shown in the picture provided? Are there any other ways to make the dress sparkle other than using sequins?

The sequin fabric is the only sparkling fabric we can use in your budget. It will be too costly if change it into sparkling rhinestones or beads.
Is this image to show the neckline you want? If tailor with the sequin fabric, there won't be sheer mesh on the dress, but the the neckline could be altered into this one.

The gold dress is in halter neckline and lace fabric. They are totally different in design and fabric. If you want to have this top, the whole dress fabric will be modify to match this lace,and the dress back will be changed also.
